This project aimed at improving the quality of student learning
in selected districts in East Java by building the capacity of
targeted local governments, schools and community groups to plan,
manage and deliver basic education. It was closely
aligned to the USAID Managing Basic Education and the UNICEF
Creating Learning Communities for Children projects.
IDP successfully designed this project and implemented its three
operational components: supporting the district governance of basic
education by working with legislative bodies, boards of education,
and school committees; upgrading the capacity of district education
offices in planning, finance, human resource management and
facility management, and upgrading teaching and learning processes,
school-based management and community participation in primary and
junior secondary schools.
The implementation model was based on a team of Indonesian
consultants delivering project services in the field to district
offices and schools, supported and developed by a small group of
international advisers. IDP provides 3 long-term and 2
short-term international consultants, and 8 local consultants for a
total of 422 person months (over 3 years).
